Bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn en somut yans\u0131malar\u0131ndan biri, s\u00f6z konusu kurulu\u015flar\u0131n finansal sistemdeki a\u011f\u0131rl\u0131\u011f\u0131n\u0131n artmas\u0131d\u0131r. \u00d6zellikle dijitalle\u015fme, mobil teknolojiler ve elektronik ticaretin yayg\u0131nla\u015fmas\u0131yla birlikte, geleneksel bankac\u0131l\u0131k sistemine alternatif olu\u015fturan bu yap\u0131lar, hem finansal kapsay\u0131c\u0131l\u0131\u011f\u0131 art\u0131rmakta hem de rekabet\u00e7i hizmet modelleri sunarak piyasa dinamiklerini yeniden \u015fekillendirmektedir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bu ba\u011flamda, <a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">T\u00fcrkiye Cumhuriyet Merkez Bankas\u0131 (TCMB)<\/a> ve <a href=\"https:\/\/todeb.org.tr\/\" target=\"_blank\" rel=\"noopener\">T\u00fcrkiye \u00d6deme ve Elektronik Para Kurulu\u015flar\u0131 Birli\u011fi (T\u00d6DEB)<\/a> gibi d\u00fczenleyici kurumlar\u0131n olu\u015fturdu\u011fu hukuki ve kurumsal \u00e7er\u00e7eve, bu kurulu\u015flar\u0131n faaliyetlerinin yasal s\u0131n\u0131rlar i\u00e7inde ve g\u00fcvenli \u015fekilde y\u00fcr\u00fct\u00fclmesini sa\u011flamak a\u00e7\u0131s\u0131ndan hayati \u00f6neme sahiptir. T\u00fcrkiye\u2019de bu kurulu\u015flara ili\u015fkin temel yasal d\u00fczenleme, <a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6493&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">6493 say\u0131l\u0131 \u201c\u00d6deme ve Menkul K\u0131ymet Mutabakat Sistemleri, \u00d6deme Hizmetleri ve Elektronik Para Kurulu\u015flar\u0131 Hakk\u0131nda Kanun<\/a>\u201ddur. \u0130lgili y\u00f6netmelikler ve ikincil mevzuat ile desteklenen bu yasa, s\u00f6z konusu kurulu\u015flar\u0131n lisanslanmas\u0131, faaliyet alanlar\u0131, denetim usulleri ve t\u00fcketici haklar\u0131 gibi bir\u00e7ok y\u00f6n\u00fc kapsaml\u0131 bi\u00e7imde d\u00fczenlemektedir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bu \u00e7al\u0131\u015fma, T\u00fcrkiye\u2019de faaliyet g\u00f6steren elektronik para ve \u00f6deme kurulu\u015flar\u0131n\u0131n mevzuata dayal\u0131 yap\u0131lar\u0131n\u0131, sunduklar\u0131 hizmet t\u00fcrlerini ve d\u00fczenleyici-denetleyici kurumlar\u0131n i\u015fleyi\u015fteki rollerini incelemeyi ama\u00e7lamaktad\u0131r. Ayr\u0131ca uygulamada kar\u015f\u0131la\u015f\u0131lan sorunlar, sekt\u00f6r\u00fcn b\u00fcy\u00fcme potansiyeli ve k\u00fcresel e\u011filimlerle uyum d\u00fczeyi de de\u011ferlendirme kapsam\u0131na al\u0131nacakt\u0131r. B\u00f6ylelikle, dijital finansal sistemin \u00f6nemli akt\u00f6rlerinden biri haline gelen bu kurulu\u015flar\u0131n hukuki zemin \u00fczerindeki konumu, \u00e7ok boyutlu bi\u00e7imde analiz edilecektir.<\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">1. Yasal ve Kurumsal \u00c7er\u00e7eve<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">T\u00fcrkiye\u2019de elektronik para ve \u00f6deme kurulu\u015flar\u0131n\u0131n faaliyetlerini d\u00fczenleyen temel yasal metin, 27 Haziran 2013 tarihli ve 6<a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6493&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">493 say\u0131l\u0131 \u201c\u00d6deme ve Menkul K\u0131ymet Mutabakat Sistemleri, \u00d6deme Hizmetleri ve Elektronik Para Kurulu\u015flar\u0131 Hakk\u0131nda Kanun<\/a>\u201ddur. Bu kanun, T\u00fcrkiye\u2019de \u00f6deme hizmetlerinin sunulmas\u0131, elektronik para ihrac\u0131 ve bu faaliyetleri y\u00fcr\u00fctecek kurulu\u015flar\u0131n yetkilendirilmesi s\u00fcre\u00e7lerini kapsaml\u0131 bir \u015fekilde d\u00fczenlemektedir. Kanunun temel amac\u0131, \u00f6deme sistemlerinin etkin, g\u00fcvenli, \u015feffaf ve rekabet\u00e7i bir ortamda faaliyet g\u00f6stermesini sa\u011flamak ve kullan\u0131c\u0131lar\u0131n haklar\u0131n\u0131 korumakt\u0131r.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6493&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">6493 say\u0131l\u0131 Kanun<\/a> uyar\u0131nca, \u00f6deme hizmetleri ve elektronik para hizmetleri sadece <a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">TCMB<\/a>\u2019den faaliyet izni alm\u0131\u015f kurulu\u015flar taraf\u0131ndan sunulabilir. Bu kurulu\u015flar\u0131n, belirli sermaye yeterlili\u011fi, kurumsal yap\u0131 ve i\u00e7 kontrol mekanizmalar\u0131na sahip olmas\u0131 zorunludur. \u00d6deme kurulu\u015flar\u0131; fatura tahsilat\u0131, havale, para transferi gibi i\u015flemleri y\u00fcr\u00fct\u00fcrken, elektronik para kurulu\u015flar\u0131 ise \u00f6n \u00f6demeli kartlar, dijital c\u00fczdanlar ve benzeri ara\u00e7larla elektronik para ihrac\u0131 ger\u00e7ekle\u015ftirebilir. Her iki kurulu\u015f t\u00fcr\u00fc de bankac\u0131l\u0131k faaliyetinde bulunmaks\u0131z\u0131n, finansal hizmet sunma yetkisine sahiptir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">TCMB<\/a>, s\u00f6z konusu kurulu\u015flar\u0131n yetkilendirilmesinden, faaliyetlerinin g\u00f6zetim ve denetiminden sorumludur. Kurulu\u015flar, <a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">TCMB<\/a>\u2019nin yay\u0131nlad\u0131\u011f\u0131 y\u00f6netmelik ve tebli\u011flere uygun hareket etmek zorundad\u0131r. Bu \u00e7er\u00e7evede y\u00fcr\u00fcrl\u00fc\u011fe giren \u00f6nemli d\u00fczenlemelerden biri, 1 Aral\u0131k 2021 tarihinde yenilenen \u201c<a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=39080&amp;MevzuatTur=7&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">\u00d6deme ve Elektronik Para Kurulu\u015flar\u0131n\u0131n Bilgi Sistemleri ile \u00d6deme Hizmetleri Elektronik Para \u0130hrac\u0131 ile Veri Payla\u015f\u0131m Hizmetlerine \u0130li\u015fkin Y\u00f6netmelik<\/a>\u201dtir. Ayr\u0131ca, \u201c<a href=\"https:\/\/resmigazete.gov.tr\/eskiler\/2021\/04\/20210416-4.htm\" target=\"_blank\" rel=\"noopener\">Kripto Varl\u0131klar\u0131n \u00d6demelerde Kullan\u0131lmamas\u0131na Dair Y\u00f6netmelik<\/a>\u201d gibi g\u00fcncel d\u00fczenlemeler de sekt\u00f6r\u00fcn dijitalle\u015fen yap\u0131s\u0131na yan\u0131t niteli\u011fi ta\u015f\u0131maktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Yasal d\u00fczenlemelerin yan\u0131 s\u0131ra, sekt\u00f6rel denetim ve koordinasyon amac\u0131yla 2020 y\u0131l\u0131nda <a href=\"https:\/\/todeb.org.tr\/\" target=\"_blank\" rel=\"noopener\">T\u00fcrkiye \u00d6deme ve Elektronik Para Kurulu\u015flar\u0131 Birli\u011fi (T\u00d6DEB)<\/a> kurulmu\u015ftur. <a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6493&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">6493 say\u0131l\u0131 Kanun<\/a>\u2019un 23. maddesi uyar\u0131nca kurulan <a href=\"https:\/\/todeb.org.tr\/\" target=\"_blank\" rel=\"noopener\">T\u00d6DEB<\/a>, \u00fcye kurulu\u015flar aras\u0131nda mesleki dayan\u0131\u015fmay\u0131 art\u0131rmak, etik standartlar\u0131 belirlemek ve sekt\u00f6r\u00fcn geli\u015fimine katk\u0131da bulunmakla g\u00f6revlidir. T\u00d6DEB, ayr\u0131ca \u00fcyelerine rehberlik eden raporlar ve istatistiksel yay\u0131nlarla, sekt\u00f6r\u00fcn \u015feffaf ve s\u00fcrd\u00fcr\u00fclebilir \u015fekilde b\u00fcy\u00fcmesine katk\u0131 sunmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bu yasal ve kurumsal yap\u0131, T\u00fcrkiye&rsquo;deki \u00f6deme sistemlerinin Avrupa Birli\u011fi direktiflerine (\u00f6zellikle <a href=\"https:\/\/www.ecb.europa.eu\/press\/intro\/mip-online\/2018\/html\/1803_revisedpsd.en.html\" target=\"_blank\" rel=\"noopener\">PSD2<\/a>) uyumlu hale gelmesine y\u00f6nelik \u00f6nemli bir ad\u0131m olarak de\u011ferlendirilmektedir. Bu uyum \u00e7abalar\u0131, T\u00fcrkiye\u2019nin finansal sisteminde \u015feffafl\u0131k, g\u00fcvenlik ve rekabet\u00e7ili\u011fi art\u0131rarak, dijital finansal hizmetlerin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131n\u0131 te\u015fvik etmektedir.<\/span><\/p>\n<p data-start=\"3205\" data-end=\"3718\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><a href=\"https:\/\/www.resmigazete.gov.tr\/eskiler\/2025\/12\/20251231-4.htm\" target=\"_blank\" rel=\"noopener\">31 Aral\u0131k 2025 tarihli ve 33124 say\u0131l\u0131 Resm\u00ee Gazete<\/a>\u2019de yay\u0131mlanan Y\u00f6netmelik de\u011fi\u015fikli\u011fi ile, <a href=\"https:\/\/mevzuat.gov.tr\/mevzuat?MevzuatNo=39080&amp;MevzuatTur=7&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">\u00d6deme Hizmetleri ve Elektronik Para \u0130hrac\u0131 ile \u00d6deme Hizmeti Sa\u011flay\u0131c\u0131lar\u0131 Hakk\u0131nda Y\u00f6netmeli\u011fi<\/a>n 83. maddesinde \u00f6nemli bir d\u00fczenleme yap\u0131lm\u0131\u015ft\u0131r. Yap\u0131lan de\u011fi\u015fiklikle, T\u00fcrkiye Cumhuriyet Merkez Bankas\u0131n\u0131n hissedar oldu\u011fu sistem i\u015fleticisi niteli\u011findeki kurulu\u015flar\u0131n, sunduklar\u0131 \u00f6deme hizmetleri ve elektronik para ihrac\u0131 bak\u0131m\u0131ndan kural olarak Y\u00f6netmelik h\u00fck\u00fcmlerine tabi oldu\u011fu a\u00e7\u0131k\u00e7a h\u00fck\u00fcm alt\u0131na al\u0131nm\u0131\u015ft\u0131r.\u00a0<\/span><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bu<\/span><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"> kapsamda s\u00f6z konusu kurulu\u015flar; unvan \u015fart\u0131 ile baz\u0131 istisnai h\u00fck\u00fcmler hari\u00e7 olmak \u00fczere, \u00f6deme ve elektronik para kurulu\u015flar\u0131na uygulanan <\/span><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">idari, teknik ve uyum y\u00fck\u00fcml\u00fcl\u00fcklerine tabi hale gelmi\u015ftir. D\u00fczenleme, uygulamada uzun s\u00fcredir tart\u0131\u015fma konusu olan \u201c<em>banka hissedarl\u0131\u011f\u0131 nedeniyle istisnai stat\u00fc<\/em>\u201d iddialar\u0131n\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde ortadan kald\u0131rmakta; d\u00fczenleyici netlik ve rekabet e\u015fitli\u011fi sa\u011flamay\u0131 ama\u00e7lamaktad\u0131r.<\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2. Faaliyet Alanlar\u0131 ve Sunulan Hizmetler<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Elektronik para ve \u00f6deme kurulu\u015flar\u0131, geleneksel bankac\u0131l\u0131k sisteminin d\u0131\u015f\u0131nda kalan ancak finansal eri\u015fimi kolayla\u015ft\u0131ran alternatif hizmet sa\u011flay\u0131c\u0131lar\u0131 olarak konumlanmaktad\u0131r. <a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6493&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noopener\">6493 say\u0131l\u0131 Kanun<\/a>\u2019un tan\u0131mlad\u0131\u011f\u0131 \u00e7er\u00e7eveye g\u00f6re bu kurulu\u015flar\u0131n faaliyetleri, hem bireysel hem kurumsal kullan\u0131c\u0131lar a\u00e7\u0131s\u0131ndan g\u00fcnl\u00fck finansal i\u015flemlerin daha h\u0131zl\u0131, d\u00fc\u015f\u00fck maliyetli ve eri\u015filebilir \u015fekilde y\u00fcr\u00fct\u00fclmesini sa\u011flamay\u0131 hedeflemektedir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><strong>\u00d6deme kurulu\u015flar\u0131<\/strong>, bankac\u0131l\u0131k lisans\u0131na sahip olmadan \u00f6deme hizmeti sunma yetkisi verilen t\u00fczel ki\u015filiklerdir. Bu kurulu\u015flar; fatura \u00f6demeleri, para transferleri, \u00f6deme emri ba\u015flatma hizmetleri, hesap bilgisi hizmetleri, \u00f6deme arac\u0131 ile \u00f6deme yap\u0131lmas\u0131 gibi i\u015flemleri ger\u00e7ekle\u015ftirebilirler. \u00d6zellikle internet \u00fczerinden ger\u00e7ekle\u015ftirilen \u00f6deme i\u015flemleri ile mobil uygulamalar arac\u0131l\u0131\u011f\u0131yla sunulan hizmetler, bu kurulu\u015flar\u0131n yayg\u0131nla\u015fmas\u0131nda \u00f6nemli bir rol oynam\u0131\u015ft\u0131r. T\u00fcrkiye\u2019de faaliyet g\u00f6steren \u00f6deme kurulu\u015flar\u0131n\u0131n baz\u0131lar\u0131 FAST sistemine entegre olarak 7\/24 anl\u0131k para transferi yapma imk\u00e2n\u0131 da sunmaktad\u0131r.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><strong>Elektronik para kurulu\u015flar\u0131<\/strong> ise, al\u0131nan fon kar\u015f\u0131l\u0131\u011f\u0131nda elektronik para ihra\u00e7 etme yetkisi bulunan ve bu paray\u0131 dijital ortamda saklayan kurulu\u015flard\u0131r. Bu kurulu\u015flar, t\u00fcketicilerin fonlar\u0131n\u0131 elektronik c\u00fczdanlar\u0131nda tutarak \u00f6deme i\u015flemlerini h\u0131zl\u0131 ve g\u00fcvenli \u015fekilde ger\u00e7ekle\u015ftirmelerine imk\u00e2n tan\u0131r. E-para kurulu\u015flar\u0131 taraf\u0131ndan sunulan hizmetler; \u00f6n \u00f6demeli kartlar, dijital c\u00fczdan uygulamalar\u0131, online al\u0131\u015fveri\u015f \u00f6demeleri ve NFC tabanl\u0131 mobil \u00f6deme \u00e7\u00f6z\u00fcmlerini i\u00e7ermektedir. Elektronik para, nakit paran\u0131n dijital bir kar\u015f\u0131l\u0131\u011f\u0131 olarak de\u011ferlendirilmekte; ancak klasik mevduat hesab\u0131 faaliyeti y\u00fcr\u00fct\u00fclmesine izin verilmemektedir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Her iki kurulu\u015f t\u00fcr\u00fc de finansal teknolojilerle yak\u0131n ili\u015fki i\u00e7inde \u00e7al\u0131\u015fmakta, yaz\u0131l\u0131m altyap\u0131lar\u0131na yat\u0131r\u0131m yapmakta ve m\u00fc\u015fteri deneyimini \u00f6n planda tutan \u00e7\u00f6z\u00fcmler sunmaktad\u0131r. Kullan\u0131c\u0131 kimlik do\u011frulamas\u0131, veri g\u00fcvenli\u011fi, i\u015flem takibi gibi teknik alanlarda y\u00fcksek g\u00fcvenlik protokollerinin uygulanmas\u0131 zorunludur. Bu kurulu\u015flar, m\u00fc\u015fterileri ad\u0131na fon tutmakla y\u00fck\u00fcml\u00fc olduklar\u0131ndan, TCMB taraf\u0131ndan belirlenen teminat y\u00fck\u00fcml\u00fcl\u00fckleri ve yedek ak\u00e7e politikalar\u0131na da tabidir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ayr\u0131ca \u00f6deme ve elektronik para kurulu\u015flar\u0131; e-ticaret siteleriyle entegrasyon, POS sistemleriyle \u00e7al\u0131\u015fma, sanal POS hizmeti verme, a\u00e7\u0131k bankac\u0131l\u0131k \u00e7\u00f6z\u00fcmleri sunma gibi \u00e7e\u015fitli i\u015f modelleriyle de faaliyet g\u00f6stermektedir. Bu y\u00f6n\u00fcyle, finansal teknolojiler alan\u0131ndaki inovasyonlar\u0131n temel ta\u015f\u0131 haline gelmi\u015flerdir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">S\u00f6z konusu faaliyetlerin y\u00fcr\u00fct\u00fclmesi i\u00e7in <a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">TCMB<\/a> taraf\u0131ndan verilen faaliyet izni b\u00fcy\u00fck \u00f6nem arz etmektedir. Kurulu\u015flar\u0131n sadece belirtilen kapsamda faaliyet g\u00f6stermeleri ve m\u00fc\u015fteri varl\u0131klar\u0131n\u0131 <a href=\"https:\/\/www.tcmb.gov.tr\/\" target=\"_blank\" rel=\"noopener\">TCMB<\/a>\u2019nin belirledi\u011fi \u015fekilde saklamalar\u0131 zorunludur. Aksi takdirde idari yapt\u0131r\u0131mlar ve lisans iptali s\u00f6z konusu olabilmektedir.<\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">3. Denetim ve G\u00f6zetim S\u00fcre\u00e7leri<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Elektronik para ve \u00f6deme kurulu\u015flar\u0131n\u0131n yasal \u00e7er\u00e7eveye uygun \u015fekilde faaliyet g\u00f6stermeleri, hem finansal sistemin istikrar\u0131 hem de kullan\u0131c\u0131lar\u0131n korunmas\u0131 a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. Ba\u015fvuru s\u00fcrecinde, kurulu\u015flar\u0131n asgari sermaye y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcn\u00fc kar\u015f\u0131lamas\u0131, g\u00fcvenilir bir y\u00f6netim kadrosuna sahip olmas\u0131, i\u00e7 kontrol ve risk y\u00f6netim sistemlerini kurmu\u015f olmas\u0131 ve bilgi teknolojileri altyap\u0131s\u0131n\u0131 mevzuata uygun \u015fekilde yap\u0131land\u0131rm\u0131\u015f olmas\u0131 gerekmektedir. Bu denetimler kapsam\u0131nda; m\u00fc\u015fteri fonlar\u0131n\u0131n saklanmas\u0131, yedek ak\u00e7e ve teminat y\u00fck\u00fcml\u00fcl\u00fcklerinin yerine getirilip getirilmedi\u011fi, bilgi sistemlerinin g\u00fcvenli\u011fi, i\u015flem kay\u0131tlar\u0131n\u0131n do\u011frulu\u011fu ve m\u00fc\u015fteri \u015fik\u00e2yetlerinin etkin bi\u00e7imde y\u00f6netilip y\u00f6netilmedi\u011fi gibi bir\u00e7ok unsur incelenmektedir. G\u00fcncel Geli\u015fmeler ve Uygulamalar<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">T\u00fcrkiye\u2019de elektronik para ve \u00f6deme hizmetleri sekt\u00f6r\u00fc, dijital d\u00f6n\u00fc\u015f\u00fcm\u00fcn ivme kazand\u0131\u011f\u0131 son y\u0131llarda \u00f6nemli bir b\u00fcy\u00fcme s\u00fcrecine girmi\u015ftir.
