The Digital Case System in Turkey is an e-justice system as a part of the e-government, which has been developed in order to ensure fast, reliable, soundly operated and accurate judicial system. As a central network project, it includes all of the civil and criminal courts, public prosecutors services, prisons, other judicial institutions and other government departments in Turkey.

All judicial units were fully are equiped with computers, case and document management software and other updated hardware. Each judicial unit connected to others by a secure network and given access to legal sources such as legislation, case law, bulletins and circulars.

Functioning and efficiency of the judiciary

The Digital Case System in Turkey has been designed in order to improve the functioning and efficiency of the judiciary and to create an effective and less bureaucratic judicial system for the concerned institutions and individuals. All of the judicial units and agencies currently make use of DCS in their daily lives as all processes and transactions were transmitted into electronic environment.

The Digital Case System (commonly shortened to “UYAP”) is a web-based platform that allows users to view and print off case documents that have been uploaded to it. Each Court case has its own digital file. Users of the system must be registered to gain access to it. Each case file has sections for up-loaded documents: including indictments, witness statements, exhibits, applications, etc.

Once a user has access to the system he or she can upload new documents to the relevant sections. Each document is dated by the system, so that it can be seen at a glance when it was uploaded. The legal representatives of all parties required are to upload their relevant documents to the system by way of filing, service or lodging of those documents.
